Check your speedNote SE (Sticks Everywhere). It's the note program which memos attach to any window. With a [Shift] key pressed, double-click the mouse middle button (or a wheel button) on the window where you want to paste a memo onto then the memo will have stuck on that specific window. If you press an auxiliary mouse button (generally, it's a right mouse button) on the title of the memo, 'Font' and 'Color' menu items appear.
This program is portable which means it doesn't clutter the system registry, and you don't need to install it to run it. Therefore, when you need to uninstall it, just delete a whole folder which contains an executable file.
