The Emoticon Maker is a free program that allows you to make your own emoticons from pictures and graphics. It can be used to create cool new emoticons from your own pictures and animations. The program is easy to use with a very simple interface. Making emoticons is very quick, and should not take more than a few seconds to create. Supported image formats include PNG, JPEG, BMP and GIF (animated and static). Animated Emoticons (moving) can be easily made from any GIF animation. The created emoticons and smileys are compatible with MSN and Windows Live Messenger, You can also use them anywhere else you wish. This version is the first release on CNET Download.com.
